6. The grounding of the motor boat and capture of the crew was a most unfortunate occurrence, giving occasion for a great deal of trouble and anxiety. The instructions are that the boat is to do occasional patrols above Lowu during suitable tides, but in view f the fact that the river was in flood L.S. Hu hes should have employed greater discretion. On the other hand, the coxswain knows more about the river and his knowledge of the channels should have enabled him to keep a course with some degree of accuracy.

L.S, Hughes is a zealous and efficient officer.

His reason for venturing so far up the river was because

of the recent trouble from strike pickets. After the

accident he behaved with commendable discretion, Had he

returned the fire from the pickets there is no saying

what might have happened.
